Endorsement of Building Law 2002 by Local Government has been low. Less than 12 percent of local goverment adopted the building law till 2010. As of 2016, only 60 percent adopted the law.

Delays in adoption of the building law suggest delays in compliance of local goverment in regulate building safety accross the nation.
